Las disposiciones contenidas en el presente decreto, tienen como finalidad reglamentar los requisitos y condiciones de acceso, priorización e información de la vinculación, criterios e instrumentos para la verificación de los trabajadores beneficiarios del Programa de Empleo de Emergencia, diseñado e implementado por el Gobierno Nacional para la atención de la situación de Desastre Nacional declarada mediante el Decreto 4579 de 2010.
