Para ingresar el Escalafón será necesario haber seguido estudios especiales y obtenido los títulos correspondientes en establecimientos públicos o privados; pero todos los profesores en ejercicio, al entrar en vigencia la presente Ley, tendrán derecho a ser inscritos en él.
