Auxiliase con la cantidad de veinte mil pesos ($ 20,000) anuales y por el espacio de cuatro años, al Círculo de Obreros de Bogotá, Barrio de San Francisco Javier, con destino a la construcción de edificios para escuelas de niños obreros de ambos sexos, construcción de un hospital, edificación de casas y dotación de acueducto.
