Las vías férreas que se construyan por cuenta de la Nación, de los Departamentos, de Compañías concesionarios de privilegios ó subvencionadas por el Gobierno ó con las rentas departamentales, se consideraran como obras de utilidad pública, y su construcción es grave motivo de utilidad requerido por el inciso 2.° del artículo 32 de la Constitución.
