Artículo segundo. Las licencias para importar materias primas para la elaboración de extractos tánicos o curtientes, requieren concepto previo del Ministerio de Comercio e Industrias, que sólo lo otorgará cuando la empresa interesada haya demostrado que ha copado su cuota de absorción obligatoria de mangle o dividivi, a los precios establecidos por el Gobierno.
