Articulo 1° La residencia habituál de los Intendentes y Comisarios será la capital del respectivo Territorio, pero pueden ausentarse de ella en ejercicio de sus funciones dentro de su Territorio, dando oportuno aviso al Ministerio de Gobierno, o por orden de éste en vista del buen servicio público. Cuando se ausenten dejarán encargado del Despacho, para los asuntos urgentes a sus Secretarios, por medio de resolución.
