Art. 3º Constituirán la Junta Central, el Ministro de Hacienda, que la presidirá, el Tesorero general de la República, que será su Vicepresidente, los Gerentes de los Ferrocarriles de la Sabana, Girardot y el Tolima, y dos comerciantes que se designarán por Decreto especial. A dicha Junta puede concurrir también el Ministro de Guerra, cuando á bien lo tenga.
