ARTICULO 13. REGIMEN JURIDICO. - El Fondo se regirá por las demás normas especiales que regulan su naturaleza y funcionamiento y en especial por los Decretos 1855 de 1989 y 2273 de 1991 en cuanto no sean contrarios a lo previsto en este Decreto.
