Los empleados públicos o los particulares que valiéndose de cualesquiera medios hagan inservible la cédula legalmente expedida, con el fin de que su poseedor no pueda tomar parte en determinada elección, incurrirán en las penas de que trata el inciso 1° del artículo 239 de la Ley 85 de 1916.
