En la Galería de los Pintores Colombianos se colocaran los mejores cuadros de los artistas nacionales que adquiera el Gobierno, previo concepto favorable de la Junta pro-Cultura Nacional, que estará compuesta por cinco ciudadanos, nombrados así:

Dos por el Gobierno, uno por la Academia de Historia, dos por las revistas y periódicos de la capital de la República.

El Ministerio de Educación convocara la Junta pro-Cultura Nacional cuando tenga que conceptuar sobre la compra de un cuadro por merecer la inclusión en la Galería. Los miembros de la Junta ganaran treinta pesos ($ 30) por sesión.
