Determinadas las necesidades de nuevos servicios de movilización, el Ministerio de Transporte ordenará la apertura del concurso, a que se refiere el artículo 19 de la Ley 336 de 1996. Lo no previsto en este decreto se regirá por lo establecido en el Estatuto General de Contratación Administrativa.
