Créase el cargo de Consejero ad honorem en la Embajada de Colombia ante el Gobierno de la Gran Bretaña y nómbrase para desempeñarlo al doctor Vicente Casas Sáenz de Santamaría.

Parágrafo

El doctor Vicente Casas Sáenz de Santamaría, tendrá a su cargo el estudio de los problemas de la Organización Internacional del Cacao.
