Las empresas de transporte a las cuales se les haya expedido certificado de idoneidad o permiso de prestación de servicios, podrán utilizar vehículos habilitados de propiedad o afiliados a otra empresa de transporte autorizada en los términos de la decisión 257 de 1989, con el fin de suplir insuficiencias ocasionales del servicio. Los vehículos utilizados operarán bajo la responsabilidad de la empresa de transporte autorizada que emita la Carta de Porte y el Manifiesto de Carga Internacional.
