De conformidad con los artículos 334, 339, 341 y 345 de la Constitución Política y de las competencias establecidas en la Ley 715 de 2001 y 397 de 1997 autorícese al Gobierno Nacional para incorporar dentro del Presupuesto General de la Nación y/o impulsar a través del Sistema Nacional de Cofinanciación las apropiaciones requeridas en la presente ley.
