Cuando los fondos destinados a la Caja de Auxilios lleguen a ser insuficientes para atender a las erogaciones que deben hacerse conforme a la presente Ley, podrá el Gobierno, a petición de la Junta Directiva de la misma Caja, y sólo por el tiempo que dure aquella situación, disminuir en un quince por ciento el valor de las jubilaciones que excedan de cien pesos mensuales ($100) y hasta en diez por ciento lo demás.
