Las obras, objeto de la presente Ley, serán planificadas y ejecutadas por el Gobierno Nacional, directamente o a través de los Institutos y entidades oficiales correspondientes y en consecuencia, las partidas presupuestadas para tal fin serán giradas a dichos institutos o entidades con el lleno de los requisitos de Ley.
