Para el cabal cumplimiento de las disposiciones a que esta ley se refiere, el Gobierno Nacional queda autorizado para asesorarse y celebrar contratos con instituciones, asociaciones y personas nacionales o extrajeras, para negociar empréstitos internos o externos, y para llenar los demás requisitos de orden administrativo y fiscal que sean necesarios.
