Todo dueño, administrador o encargado de establecimiento tipográfico, de grabado, etc., queda obligado a enviar al Ministerio de Gobierno, al Gobernador del Departamento respectivo, al prefecto de la Provincia y a la Biblioteca Nacional dentro de los tres días subsiguientes a la publicación de todo libro, folleto, revista, periódico, hoja volante, grabado, etc., un ejemplar de tales producciones, el cual circulará libre de parte por las estafetas nacionales.
