Autorízase a la Gobernación del Departamento de Santander para abrir el segundo curso en la Escuela Normal de Institutores de Bucaramanga y admitir a los alumnos que se sometan a un riguroso examen en las materias que constituyen el primer curso, y siempre que resultaren calificados con la nota de sobresalientes por el Profesorado de la Escuela.
