El Gobierno debe presentar a la Cámara de Representantes, en las sesiones ordinarias del Congreso, y al mismo tiempo que el Presupuesto de rentas y gastos, dos proyectos de la ley que contengan, en artículo separado, el uno la legalización de todos los créditos extraordinarios abiertos, y el otro todos los créditos suplementales.

A cada proyecto acompañará copia autorizada de todos los documentos creados para la apertura de tales créditos.
