Siempre que un Ingeniero Departamental observe que en las vías sometidas á su jurisdicción hay necesidad de reglamentar ó prohibir la manera como algunas personas hagan uso de esas vías, acudirá al respectivo Gobernador con el objeto de que éste dicte los reglamento necesarios.
