Por decretos separados, el Gobierno Nacional distribuirá las partidas globales incluidas en las distintas secciones de esta Ley de Apropiaciones, teniendo en cuenta las solicitudes de los respectivos Ministerios y Departamentos Administrativos, con sujeción a las disposiciones normativas del manejo del Presupuesto. El Ministerio de Hacienda determinará las apropiaciones sujetas a esta mandato, las cuales no podrán ejercitarse sino después de dictada la respectiva providencia de distribución.
