En lo no previsto en el presente Decreto, los contratos administrativos y de derecho privado de la administración que proyecte celebrar la Empresa Nacional de Telecomunicaciones -Telecom- para el cumplimiento de los fines contemplados en el artículo 1º, se sujetaran a las disposiciones del Decreto 222 de 1983 y de sus reglamentos.
