No habrá franquicias en el servicio internacional, salvo las consignadas en acuerdos o tratados. En cuanto al servicio interior, sólo la tendrán el Presidente de la República y el Ministro de Correos y Telégrafos. La Empresa liquidará a cada dependencia nacional, departamental o municipal el valor de sus comunicaciones.
