° No obstante cualquier otro factor, el Instituto Nacional de Vivienda de Interés Social y Reforma Urbana, Inurbe, será la entidad competente para calificar, adjudicar y entregar el subsidio familiar de vivienda de que trata la Ley 3ª de 1991, a hogares ubicados en zonas consideradas como de riesgo, según estudios verificados directamente por, o corroborados y certificados por la Dirección Nacional para la Prevención y Atención de Desastres, el Instituto Nacional de Investigaciones en Geociencias, Química y Minería, Ingeominas, o por el Instituto de Hidrología, Meteorología y Adecuación de Tierras, Himat, según corresponda.
