De conformidad con lo dispuesto en el artículo 1° de la Ley 7ª de 1944, el "Convenio sobre la Marcación de Explosivos Plásticos para los fines de Detección, hecho en Montreal, el primero (1°) de marzo de mil novecientos noventa y uno (1991)", que por el artículo 1° de esta ley se aprueban, obligarán al país a partir de la fecha en que se perfeccione los vínculos internacionales respecto de los mismos.
