ARTICULO 139. El presente Decreto rige a partir de la fecha de su publicación, deroga todas las disposiciones que le sean contrarias en especial el Decreto 121 de 1976; el artículo 26 letra e) de la Ley 7ª de 1979; y los artículos 10, 12 letra i) y 14 letra f) del Decreto-ley 1598 de 1960.
