La Nación fundará en el Corregimiento de Brotaré, del Municipio de Ocaña, un Instituto Modelo para la Enseñanza Industrial, Artesanal, Agrícola y Capacitación Obrera, el cual servirá de Escuela Piloto para los Departamentos de Norte de Santander y Magdalena. Se destina la suma de un millón de pesos ($ 1.000.000.00).
