Artículo tercero. Este servicio se regulará por medio de tiquetes expedidos por el Ministerio de Educación Nacional y entregados por éste a cada plantel educativo, de acuerdo con la certificación mencionada en el artículo anterior, y según el uso efectivo del servicio hecho por los estudiantes en número no superior a noventa (90) tiquetes mensuales en los periodos de labores escolares.
