El Gobierno Nacional queda ampliamente autorizado para realizar las operaciones financieras y presupuestales indispensables y para abrir créditos, hacer traslados, hacer o autorizar empréstitos y otorgar garantías (y demás operaciones de orden fiscal y presupuestal que fueren necesarias) para la ejecución de lo dispuesto en esta Ley.
