El escrutinio municipal comenzará a las nueve, (9) de la mañana del domingo siguiente al de las votaciones, en el local de la Registraduría Municipal, después de anunciarlo por medio de tres redobles de tambor. Dicho escrutinio se verificará públicamente y en sesión permanente. Si al vencer la hora de las nueve (9) de la mañana no se hubieren presentado en el despacho del Registrador Municipal los miembros de la Comisión Escrutadora, el Juez de más alta jerarquía en la localidad la reconstituirá, haciendo los nombramientos en ciudadanos de la misma filiación política de los ausentes.
