La obligación de adherir y anular la estampilla a que se refiere la presente ley, quedará a cargo de los servidores públicos del orden departamental, municipal y nacional con asiento en el departamento de Antioquia, que intervengan en los hechos, actos administrativos u objetos del gravamen. El incumplimiento de esta obligación generará las responsabilidades disciplinarias, fiscales y penales correspondientes.
