º El Director del Instituto Colombiano de Estudios Internacionales por riguroso orden de mérito, de acuerdo con las calificaciones obtenidas por quienes hayan aprobado la entrevista, elaborará una lista de elegibles que se comunicará al Ministro de Relaciones Exteriores, dentro del mes siguiente a la fecha de realización de la última entrevista. La lista tendrá vigencia de un año, contado a partir de la fecha en que el Ministro reciba la comunicación.
