A partir del 1° de enero de 1990, los docentes de tiempo completo y de tiempo parcial vinculados a la Universidad Pedagógica Nacional antes del 23 de febrero de 1984 y que no hayan sido escalafonados en la carrera docente universitaria con posterioridad a tal fecha, mientras se encuentren en tal situación, devengarán la remuneración que les correspondía a 31 de diciembre de 1989 conforme al Decreto 45 de 1989, incrementada en un veinte por ciento (20%).
