Artículo segundo. Vencido el plazo para el envío de los candidatos, el Ministro de Comercio e Industrias procederá a hacer el escrutinio y a formar la terna con los tres candidatos que hayan tenido la mayoría absoluta de los votos recibidos. Este escrutinio se hará constar en acta que se pasará al Ministerio de Obras Públicas para los fines que se expresan en el artículo 5°.
