Artículo primero. En los Juzgados Penales de Circuito y Municipales, en los Juzgados de Menores y en las oficinas que tengan funciones de Policía Judicial, no serán días de vacancia judicial los comprendidos en el lapso del 20 de diciembre al 10 de enero. La misma disposición rige en los Juzgados Promiscuos de Circuito y Municipales, pero sólo con respecto a los asuntos penales.
