Cuando no hubiere lugar a expedir "certificados de cambio" contra determinados ingresos del mercado que se reglamentan en esta sección, tales como los provenientes de algunas financiaciones externas, debido a la especial naturaleza de aquéllos, las divisas correspondientes se venderán por el Banco de la República a la cotización de Certificados de Cambio, conforme a las reglamentaciones que expida la Junta Monetaria.
