El Gobierno Nacional queda autorizado para hacer las traslaciones y abrir los créditos necesarios en el presupuesto de la vigencia de 1977 y en las siguientes, si fuere el caso, para dar cumplimiento a lo dispuesto en esta ley y en la Ley 76 de 1968 ; y, así mismo, incorporará en el proyecto de Presupuesto Nacional para la vigencia de 1978 y en las siguientes, si a ello hubiere lugar, las partidas suficientes para el cumplimiento de las disposiciones citadas.
