º. Los extranjeros mayores de veintiún años residentes en Colombia y los menores de esa edad que no estén bajo la patria potestad, deberán cumplir con el deber indicado en el artículo precedente dentro de los dos meses siguientes a la promulgación de éste Decreto. Los demás observarán posteriormente la obligación indicada dentro de los treinta días siguientes al cumplimiento de dicha edad.
