En la administración de la renta por los Departamentos, estos deberán producir tales licores directamente o por medio de contratos con particulares, sin que puedan vender licores de otros grados que los siguientes del areómetro Cartier: aguardiente común, anisado y ron, de no más de 20 (grados) y el alcohol de no menos de 30 (grados) a 40 (grados).

Ni los Departamentos ni los arrendatarios ni administradores de la renta de licores, podrán usar en la preparación de ellos sustancias que sean nocivas a la salud.
