El Valor De Las Estampillas Que Se Ordenan Por Medio De Este Decreto, Será Pagado Así: Las De Correo Ordinario Con Cargo Al Presupuesto Del Ministerio De Comunicaciones Para La Vigencia De 1900, En Cuanto Este Presupuesto Contenga Suficiente Apropiación; De Lo Contrario, Se Pagarán Con Cargo A Las Cuentas De "correo Extra-Rápido", Y Las Destinadas Al Correo Aéreo "avianca", Con Cargo A La Cuenta "6% Correo Aéreo", Pagos Éstos Que Hará El Departamento De Giros Del Ministerio De Comunicaciones
