Son motivos de utilidad pública o interés social para decretar la expropiación de predios urbanos, fuera de los determinados en las leyes vigentes, las obras de ornato, embellecimiento, seguridad, saneamiento, construcción, reconstrucción o modernización de barrios, apertura o ampliación de calles, edificaciones para mercados, plazas, parques y jardines públicos en las ciudades capitales de Departamentos y en aquellas otras cuya población sea o exceda de 25.000 habitantes.
