Los contratos que celebre el Ministro de Obras Públicas en su calidad de representante legal del Fondo, sólo requieren para su validez: certificado de paz y salvo por concepto de impuestos sobre la renta y complementarios del contratista y de su representante legal si fuere el caso, constancia de la Auditoría Fiscal sobre disponibilidad presupuestal, aceptación por parte de la misma de la garantía que debe constituir el contratista; concepto de la Oficina Jurídica del Ministerio y publicación en el "Diario Oficial". Causarán además, los impuestos de timbre y papel sellado correspondiente.
