Llamada la lista, y presentadas las excusas, el Presidente, si hubiere quórum, declarará abierta la sesión con esta fórmula: "Abrese la sesión". Si no hubiere quórum, hará que se llame sin tardanza a los que pudieren asistir. Si transcurrida una hora, y aún no hubiere quórum, los que hayan concurrido podrán retirarse.
