Artículo tercero. Los certificados de depósito y los bonos de prenda que se expidan sobre los productos agrícolas y sus derivados solo podrán ser negociados y descontados por entidades de crédito sometidas a la vigilancia de la Superintendencia Bancaria, o por personas que hayan sido autorizadas por el Ministerio de Agricultura, para depositar tales productos en los almacenes generales.
