° Autorízase al Instituto de Crédito Territorial para adquirir o construir las viviendas a que se refiere el Decreto número 2341 de 1913 y para que en los lugares en donde por cualquier circunstancia convenga adoptar otra forma que responda al propósito del mismo Decreto, proceda como lo juzgue más conveniente, previa la aprobación dada por el Ministerio de Trabajo, Higiene y Previsión Social.
