Art. 2.° El Gobierno proveerá al consuno de la sal marina en dicho Departamento, introduciendo este artículo del extranjero, para lo cual se celebrarán contratos por el Administrador general del monopolio, conforme á las bases que se fijen de antemano, los cuales no se cumplirán sin la aprobación del Poder Ejecutivo.

Parágrafo

La provisión de que trata este artículo podrá hacerse también por remesas de sal marina de la administración del monopolio en Barranquilla á la de Panamá conforme á las órdenes del Ministerio de Hacienda.
