Art. 196. Si los encargados de formar las actas de registro en las votaciones cometieren algún fraude, ya sea falsificando las papeletas en que se dan los sufragios, ya escribiendo en los registros nombres diversos de los que debieran anotar, ya leyendo en las papeletas nombres que no están escritos en ellas, ya sustrayendo los votos que algún individuo hubiere obtenido, ya cambiando las papeletas legítimas por otras, ya haciendo aparecer un número de papeletas mayor que el de los sufragantes, o ya, en fin, de cualquiera otra manera, sufrirán un año de reclusión.
