Para constituir la relación de cuentas por pagar como reserva de caja se procederá de acuerdo con el numeral 2 del artículo 122 del Decreto extraordinario 294 de 1973.

Las reservas de caja de las Ramas y organismos del Poder Público de que trata el artículo 3° de esta ley deberán comunicarse al Director General del Presupuesto a más tardar el 28 de febrero de 1984.

Cuando las obligaciones no estén debidamente contraídas la Dirección General del Presupuesto anulará las reservas correspondientes y dará aviso a la Contraloría General de la República.
