Los empleados postales que vendan o empleen estampillas ya utilizadas y anuladas o retiradas de la circulación, serán destituidos del cargo que desempeñen inmediatamente que el hecho se compruebe y pagarán una multa igual al doble del valor de las estampillas en referencia que hayan empleado o vendido, sin perjuicio de cualquier otra pena que pueda corresponderles como defraudadores del Tesoro.
